Multisig
The 4-of-7 multisig controls both on-chain smart contracts and off-chain BTC reserves.

Signer Requirements
- Diversity - Different regions/backgrounds
- Security - Hardware wallets required
- Availability - Must respond within 48 hours
- Reputation - Known community members
Signer Responsibilities
- Verify Votes — Confirm off-chain vote results
- Review Proposals — Understand technical implications
- Sign Promptly — Execute approved changes
- Protect Keys — Never expose private keys
Trust Model
This is a social contract:
- Signers are trusted community members
- Expected to follow vote results
- Enforcement via reputation
- Same model OHM used successfully

Signer Management
Signers can be added/removed via the multisig itself:
- Propose addOwner() or removeOwner()
- 4 existing signers confirm
- Execute to update signer list
